ACCIONA Construction is looking for a Commercial Manager based in Moss, Norway.The Commercial Manager is responsible for all commercial matters of the Project.
The Commercial Manager will administer the EPC Contract and the subcontracts and will manage all procurement, expediting and goods receipt;
commercial reporting and cost control related to any variation of the works.Job DescriptionKey Responsibilities
Selection, management and supervision of the project’s commercial team.
Provision of commercial and contractual advice to the project leadership team.
Development and implementation of the Procurement Management Plan and commercial and contractual management policies, procedures and systems.
Development of the Risk Management Plan, and implementation of a risk management culture across the Project aimed to an early identification and mitigation of commercial risks.
Facilitating career development for the commercial team members, including identification of training need.
Management of downstream commercial matters with subcontractors and design consultants, including but not limited to procurement, subcontracts administration, changes and claims.
Development of the commercial reporting strategy for the Project and ensuring timely compliance with such strategy.
Assisting the Project Manager to develop the quality, health & safety and environmental goals for the Project; and promoting achievement of these goals within the full project team.
Ensuring compliance with Federal, Provincial, and local laws, particularly applicable Occupational Health & Safety Acts / Construction Safety Act regulations and environmental requirements.
Ensure full compliance with the JV Commercial procedures-Onboarding of the Employer in the workplace change management and manage Changes to Scope, Cost and Schedule of the Project Works.
Overseeing of the contract manager, as well as development of specific standards, contract negotiations and document management-Analysis of the project documents, duly handling the solutions that are proposed by the Employer-Ensure accurate records on any commercial discussions and actions.Essential Functions
Develop and maintain a good understanding of the contractual, commercial and financial issues on the project.
Provide direction, leadership and advise on commercial strategy for successful project execution.
Prepare, maintain and facilitate access to the entire Project’s commercial documentation.
Ensure that the review on all commercial matters relating to the project is made to the highest standard of diligence-Conduct reviews of work to ensure compliance to the correct commercial documentationRequired Skills and CompetenciesExperience / Qualifications :
Bachelor’s Degree in civil engineering, construction, or related field.
Minimum 10 years’ experience in each of the following : Commercial management of infrastructure projects with value of US$ 500M+Working as Commercial Manager on design and build / EPC projectsManaging subcontracts greater than US$ 200M+Managing design consultantsWorking as part of a Joint VentureWorking under a FIDIC Contract framework
Proven record of delivering commercial outcomes on major projects.
Proven contractual and commercial management ability at senior level.
Thorough knowledge of contract language and legal requirements of contracts.
Excellent people management and leadership skills.
Excellent teamwork, organizational and communication skills.
Ability to operate at the senior management level of the organization in a JV environment.
Rail experience will be valued positively.
